On Monday, the Department for Digital, Culture, Media and Sport (DCMS) announced that Ruth Evans has succeeded Charles Counsell to take on the full time role of Gambling Commission chair.

Counsell took the helm in February 2025 following Marcus Boyle’s departure in January last year.

Evans, who chairs Stop Scams UK, an initiative she founded in 2019 to unite banks, technology companies and telecom providers to combat payment fraud, will assume the position on 30 September, commencing a five-year term.

Notably, the Spectrum report does acknowledge that Evolution did not knowingly allow games in prohibited territories, however, it has also flagged a number of compliance issues, which resulted in its games being provided in markets where online gambling is, or has been, prohibited.

Here are some of the dossier’s key findings, some of which raise questions around Evolution’s compliance operations during the period assessed.

Within the initial pages of its lengthy August 2021 report, Spectrum Gaming explains it carried out an extensive technical, operational and compliance review of Evolution’s “business practices, public record database research and an assessment of the company’s anti-money laundering compliance procedures and processes, as they related to the allegations contained in the ‘anonymous report'”.

The president of the Turkish Green Crescent Society, Associate Professor Mehmet Dinç, expanded on this point, highlighting the relationship between supply and demand in the fight against illegal betting. 

“In the fight against gambling, combating supply alone is not enough,” he said. “Combating demand alone is not enough; merely shutting down websites is not enough. This is an ecosystem: it starts with advertisements and continues through social media, sporting activities, influencers, games, mobile applications, payment systems, loans, bets, losses, debt and continued betting.”
